It isn´t a real SWF because it only plays an MP3 file as you can see here:
http://www1.ndr.de/flash/mediathek/audioOnDemandPlayer.swf?file=mp3:2009/1109/AU-20091109-2048-2801

A way to copy this is tubemaster++ - you can record the stream with it.
You can find the freeware program here: www.tubemaster.net

I dont think you can download this.

Try recording on your computer in real time with streamosaur.

http://www.wavosaur.com/streamosaur/

be sure to read the instructions about mp3 and setting up the sound card.

Did you get it to play as a stream? (I could not make it play)
*IF* so, it should be in your cache until you close your browser.

Goulafra says he had/has problems with this site:
http://plus7.arte.tv.., but I was able to find several short videos
from there in my cache. Then, with Free Commander, I rename them and
move them to a selected location.
I find that 98% of all videos I can play at all can be found in my
cache. I simply sort by date and time ...and sometimes by size... and
change the coded cache name to MY choice. It is well worth the effort
to learn where the cache for temp files is for each browser you may
have. (sometimes you can change it from the buried "documents &
settings"->owner->Mozilla->....etc.... to the actual folder where the
browser is located.

Alternatively, you may be able to use something like the cache viewer
add-on for Firefox ...
https://addons.mozilla.org/en-US/firefox/addon/2323

they make one for Opera also.
