Little Snitch keeps finding SubmitDiagInfo wanting to contact port 443
https to radarsubmissions.apple.com, anyone know what this is or how to
find out why it keeps happening?

You've opted in for sending crash reports to Apple, and that's the
program that is trying to do it for you.

To opt out, run Console.app and "Reset" Diagnostic Reporting from the prefs.
