Unfortunately, every time I try to boot it, it doesn't even get to a BIOS loading screen. It has a fresh battery, hard drive and everything... Can anyone think of what might be wrong, or some debugging steps to work it out?

It can be almost anything, bad processor, bad motherboard, bad power supply, cable/jumper mistake. Bad memory would probably give you some beeps, assuming you have a motherboard speaker properly connected. Did it ever work? When? What's different?
