I inherited a document and need to update the table of contents. It has 47
pages in total. Pages 1-3 are the Document Title sheet and table of contents
pages, so my first section 1 Introduction is on page 4. However the table of
contents says its on page 1 and I can't find a way round this - consequently
all the page numbers are out of sync with their headings. Help please

Numbering has clearly been restarted after the front matter, probably
intentionally. You can use Format Page Number to change the numbering to
"Continue from previous section."
