The BOL documentation indicates that the TableDiff.exe is installed at
"<drive>:\Program Files\Microsoft SQL Server\100\COM". I have installed SQL
Server 2008 and SQL Server 2008 R2 and found that the TableDiff.exe was not
installed in the specified location. I am an author of a SQL Server
technical book and I want to make sure that my readers can find this useful
utility.

I'll assume that you installed all the options avaiable? TableDiff.exe is in
that exact location on my installation. It may not be a default installation
option.
