E.g. you can install Windows Server 2003 TS CALs on Windows Server 2008 license server but not Windows Server 2008 TS CALs on Windows Server 2003 license server. Hope that helps! After downgrading, your license will be a Windows Server 2003 TS CAL and hence can be installed on the Windows Server 2003 license server and can be issued to a client coming from Windows Server 2003 TS only.
