It was released on November 23, and is available now. For example,
Amazon.com has it.

UPDATE:

I bought TurboTax 2009 BASIC at Office Depot yesterday for $24.99. ;<)

Deluxe was available at $49.99, but Basic was there, too, although not
advertised. The main differences between Basic and Deluxe are in deductions
and advice - and one TurboTax State program download, which we don't need in
Texas.
