And even if you do this the next developer qho provides a filter driver can
do the same thing. If your driver cannot live with filters above and below
it, it is broken. This has been a question on forums since the days of NT
3.1 and the answer is always the same.

If you want to add your filter below existing filter you need to add
the name of your filter driver before the name of existing filter
driver in the registry.
