(It used to be payware if you really want to extract files, but
from the table on http://www.isobuster.com/license-models.php it
seems that even the freeware version no retreives some files.
And if it doesn't, it's well worth the $ 30.)

Might be possible for a CD *but* depends.

If it is a CD-RW and you have erased, even a quick erase, AFAIK gone
forever. Table of Contents (TOC) will be trashed.

If it is a multi-session CDR where one session has deleted or overwritten
a file then it might be possible to go back to that earlier session.
Something like

I think some payware like nero or roxio have a session manager.

If you can get to a linux installation then the command (as root)
mount -o session=<n> /dev/cdrom /media/cdrom -tiso9660
will mount a earlier session where first session=0 and you can then copy
the files elsewhere.

DVD's - from experience when they are gone they are gone.
