I recall trying this program years back, but IIRC it was Shareware.
Don't know when it went Freeware, but it's totally clean and hassle
free. The program is a 1.5mb download, packed in 7z archive. It
extracts to 7.7mb. The program feels light and fast.

It has plenty of tools, but probably has a fairly steep learning curve
for those of us who use PhotoFiltre. The fancy tool pickers/sliders
can be hidden by sliding them to the left. Simple operations like
adjusting brightness and contrast took a while to find the first time.
There seems to be keyboard shortcuts for a lot of things. For example,
the left and right braces ([]) adjust line and brush width. Online
help is good.

This could possibly be the only graphics editor I need, because the
capabilities are far beyond PhotoFiltre and Paint.NET. If I ever
warm up to the uncolorful GUI, I may say goodbye to them both.

But I doubt it.
