Possibly someone else will give you the definitive answer, but this support

"Local Install Source is a Setup feature that copies the installation
source files from the 2007 Office program installation media, such as the
2007 Office program CD, to the Msocache folder. This folder is a hidden
folder on the local hard disk drive."

"The Local Install Source feature is installed so that you do not have to
insert the CD during the following Setup operations:

* The Detect and repair operation
* The Demand install operation
* The Maintenance mode setup operation
* The installation of service packs and updates"

As I interpret this support page, nothing indicates it's purpose is for a
full install - just repair, install additonal components (again not full
install), service packs, etc

IF you have one of the following Office 2007 suites and your valid key,
this is a current download location.

* Office 2007 Downloads - Must have Product Key

Office Professional 2007 - Office Home and Student 2007 - Office Small
Business 2007
