Is there a good way to offer an alternative style?

Other than javascript (I've heard that many users don't have it turned on).
Other than alternative html pages (requires reloading of page).

Opera offers nifty user options but doesn't have many users.
For a specific page and purpose, an author-designed option *should*
be better than a browser option.
