I am working on GameCartVicA, a cc65 library/interface that supports
the creation of tile-based Vic-20 game cartridges. When done, I plan
to port it to the C64 and work on other types of games. Anybody
interested? Is it worth it? Does anybody still create Vic-20/C64
games at all?

IMHO The commodore 64 game scene is very active. More so, than
most 8-bit computers, and video game consoles.
