Am I doing something wrong? When I am asked if I want to turn on the firewall (for instance) I say 'YES.' The Norton window (its' control panel) show on my screen and all indicators are on. I close that window and Vista says my firewall is still turned off.

It's just a problem with the Vista Security Center. The windows firewall is off because NIS is turning it off, as it should. This sometimes happens because other security software doesn't uninstall properly. You could try uninstalling, rebooting and reinstalling NIS which may straighten it out. That's a quick and easy process with the 2010 version. Just make sure you have the NIS disc or downloaded installer.
