Is there anyway anymore to get a full Volume License copy of Windows Server
(e.g., version 2008) which does NOT require Internet activation?

Start with Vista/Windows 2008, your options to activate are by Internet or
Phone. I believe the command that kicks it off is:

slui.exe 4

In addition to previous poster, there are two more ways of activating volume
licensing version of Windows that do not require Internet. They are:
a) KMS activation
b) Proxy activation. By using VAMT tool (which is part of WAIK), the process
goes like this:
a) On unactivated system (System-A), using VAMT tool you apply a product key
and generate Installation ID.
b) You save this information in a .CIL file.
c) You move the .CIL file to another computer which is on the Internet. You
run VAMT tool again to obtain matching Confirmation ID. You save
Confirmation ID in a .CIL file.
d) You move the .CIL file to "System-A" and apply Confirmation ID.
