I would also add that such a filter will not be able to do any sane filtering on a PPTP VPN, since it will see encrypted traffic only.

I have code for WWAN driver let see if I can get the WAN packet there
so I will modify there only...

Yes, filter wan packet in WWAN driver is the best way it works for
me....
