My total reboot time on Windows XP 32 took one minute, now
the welcome screen takes that long by itself. How can I fix
this?

What is it loading when your starting??
Start/Run...type in msconfig
go to the startup tab and see what can be stopped from loading at startup
reboot
ctrl+alt+delete opens taskmanager
see what running that you can do without
but be careful if you don't know what it is Google it

The problem is that my system suddenly started doing this on
its own with no changes on my part, or by any other
software. I installed a new video card, and it worked fine
for awhile, and then the Welcome Screen started having a one
minute delay. There was no delay with dozens of boots before
I installed the new video card.

I figured it out, it started slowing down because I
unplugged the network cable.
