The 45 must be sealed or the ink will drip out the printhead. The 78 must
have a vent or the printhead will quickly starve after about 1/3 or less of
the ink is used.

Blocking the vent hole may cause a vacuum to form in the cartridge, and
once it gets strong enough the ink flow will stop. If you have
"problems" it could be because your seal over the hole is not perfect
and air is slowly getting through and destroying this vacuum. If you
only make infrequent use of your printer, then this "air leak" may be
able to restore ink flow sometimes but not if you suddenly do a number
of printing runs in quick succession.
