On the other hand if I decrease actual work, the work value don't alter! What it means this behavior? I cant explain it! I use MS Project 2003 thanks

Setting Actual work greater than original work by definition means that the work for the task has increased. Set actual work less than work and you have remaining work left to do. If not, you need to set remaining work to zero. This is by design and desirable.
