In OL2003, right-click on a toolbar and enable the Advanced toolbar. If you don't see it appear, perhaps last time it was used or due to an add-on that modifies the positioning or sizing of the toolbars, that toolbar got squashed to the left or right side of the window so look for a grab handle butted against the edge of the window.
