Eventually, after about 10 of these e-mails, my service provider freezes my account for 24 hours. Any idea what is causing this to happen?

Since Outlook has no function to "periodically send an e-mail", you'll have to check with the maker of whatever 3rd party add-on you installed into Outlook that does the scheduling for the bulk/spam mailing. That your account gets locked for 24 hours means you are violating the Terms of Use for your *personal* e-mail account with your unidentified e-mail provider. You exceeded how many e-mails they permit you send per day. That you only send 10 looks like you are actually sending them multiple times and that is what the mail server counts. Sending an item multiple times is often causes by interference by the superfluous e-mail scanning module in an anti-virus program.
