I have a tablet that is set up to use a certificate to authenticate to
a Cisco network. It won't work with the Atheros client software, so
we had to use Windows (XP) Wireless Zero Config.

We can get it to authenticate fine.

The issue is if it sees another wireless network, it jumps and tries
to connect. When it does this it can't go back to the working
network because for some reason the profile gets changed from WPA2 and
a Certificate to Open WEP.

What could be causing this?

Start up your Device Manager:
Start->Run->"devmgmt.msc"

Then look for your wireless card under "Network Adapters" and double-
click on it. Then click on the "Advanced" tab at the top. One of the
settings in the Property window should be something like "Roaming
Agressiveness". Choose it and set it to the minimum setting.

Depending on the driver, this should prevent it from switching access
points on its own.

Also clean Up the preferred list from the entries, but leave the one you
want to connect to, and set the other options to suit your situation.
