I have XP SP2. This is the second computer I have come across that
won't boot from CD using a USB keyboard. I plugged in a ps2 and it
works fine.

Is there a bios setting for this?

Yes there is a bios setting. I found it this time. It is called USB
legacy in case anyone else has this problem.

Changing that setting is much easier than swapping keyboards.

Some motherboards have some kind of non-specific "legacy USB" option along
another specific "USB keyboard" option. Some need both turned on in order
to install while using a USB keyboard. Others work with just one or the
other option turned on.
