XP sp3: change user not allowed

From: Big House on 18 Nov 2009 07:57 found the problem (yet no solution): the terminal server is not running and if I try to run it, it will say that it's been stopped again (like I said I have a non english version of xp so I don't know how to precisely translate the message) Any clue?
