From: Sierra Information Services on 2 Feb 2010 21:55 Congressional districts do not "respect" zip code boundaries. It is possible that one zip code can straddle two(likely) or (unlikely) three districts. I am not sure that even going to the zip plus four level of detail will work for you. Let us know what you come up with as a solution, please.
