I need some help. Is there a SAS function or easy procedure for
converting Zip Codes to its corresponding Congressional District?

Any help or advice would be greatly appreciated as I am not sure where

There's no direct function, and I'm not aware of any easy procedure. :-(

There is an excellent discussion at http://support.sas.com/forums/thread.jspa?threadID=7934. The part about congressional districts is a little way in.

Congressional districts do not "respect" zip code boundaries. It is
possible that one zip code can straddle two(likely) or (unlikely)
three districts. I am not sure that even going to the zip plus four
level of detail will work for you.

Let us know what you come up with as a solution, please.

Andrew is correct in that this is not straight-forward so might as
well lean on people that do it for a living and give them a few
hundred bucks for simplicity and accuracy.
