Here's another VOX recorder for whoever was looking for one.

XCorder v2.0 - 747 KB
XCorder is a freeware voice activated (VOX) recorder designed to work
with communication receivers or 'scanners'.
Xcorder works by listening to the audio output of your radio and
records to file when modulation is detected in the signal, this can
save a lot of hard disk space as well as time!
The program works best when recording VHF / UHF FM radio transmissions
as this mode has very good squelch characteristics which enables
easier record triggering within Xcorder.
The author intends to keep Xcorder freeware to support the radio
enthusiast and Amateur radio communities.
Some other uses of Xcorder:
- Recording output of internet linked repeaters for the purpose of
fulfilling licence conditions.
- Dictation.
- Recording voice for sending over email (using GSM6.10 audio codec).
Features:
- One touch record (OTR) or 'Panic button'
- Programmed event recording
- Threshold / Trigger level setting
- Event Logging (on or off), viewable within Xcorder.
- Saves preferences on exit ready for next use
- Simple edit wav function
- Stamp logfile
- Monitor audio without recording, for setting up levels
- Delay setting
- Prefix Search feature (Amateur and your own list)
- Pause recording
- Display wav format, file size, date/time for recording and playback
- Select various compression formats
- Free disk space indicator
- Monitor recorded file size in realtime
- Adjust Line-Input levels from within Xcorder
- Display realtime, elapsed, record times as well as date
- Open existing logfiles.
- Convert wav format function
- Playback recordings instantly as well as files from disk
- It's FREE
