I added a 600-byte app_offline.htm file to a site. The site is still fully browsable by web clients. Then I tried it on several other sites and the app_offline is not working and seems to haev no effect. Is there a configuration/switch that should be set for this to work? I have used app_offline on other servers without issue. Thanks.
