What is a nimber plate?

It sounds like something Peter Sellers (as Inspector Clouseau)

i think the OP made a severe typo and - acutally - meant to say:
- nUmber plate...
typically, they consist of a thin sheet of metal or plastic with numbers - or a mix of letters and numbers - print on their surface, then, fixed to a device, eg, a car, a boat, a moon-rocket, a cat, or a straw-berry, to tag it...

I cannot confirm this. At least here in Germany it is forbidden to attach number plates to cats.

Its not at all necessary either, since cats can be identified
using a CAT scan, and for other animals a PET scan applies.
