From: ToddAndMargo on 23 Nov 2009 17:01 Hi All, I have a WS03 Terminal Server, who constantly gives me this error message: The terminal server cannot issue a client license. It was unable to issue the license due to a changed (mismatched) client license, insufficient memory, or an internal error. Further details for this problem may have been reported at the client's computer. I click on the bubble and it brings up tscc (Terminal Services Configuration\Connections). Everything is okay. I can not find anything wrong. Anyone know who to get rid of this message? Many thanks, -T

From: Vera Noest [MVP] on 26 Nov 2009 06:09 The error message that you get seems to indicate that you *do* have a TS Licensing Server (otherwise it would complain about not finding one, rather than complain about issueing problems). Start the Terminal Services Licensing Manager (under Administrative Tools). If it connects to a TS LS, check which licenses you have available. Did you buy and install any TS CALs? The license server was not this computer. It was the old 2000 server that is to be retired. So into add/remove programs and I added the 2003 ts license server and after 30 minutes on the phone with M$ Licensing to downgrade from 2008 to 2003 and do a telephone activation, happy camping has returned.
