Assuming that you are using Word 2007, you'll find the option in Office
button | Word Options, Advanced category: "Show measurements in units of."

If you are saying that you have changed the unit of measurement but it
doesn't work, what you are seeing could be character units. For a way to fix
this, see http://www.gmayor.com/Character_Units.htm.
