Is there any way in MS project to show the budgeted costs (in bar chart form)
along with the gantt chart to show to a potential client worried about cash
flow how these costs will align with the schedule? This would be amazing for
microsoft to do if there isn't a way now

I am assuming you have loaded costed resources.
Try setting a basline (tools/tracking/save baseline...).
Now show the Tracking Gantt view (View/Tracking Gantt)

The tracking Gantt will show you how your original (baseline) budget is
spread. You may insert the Baseline Cost column as well on the left side.
