I want to draw a horizontal lines on gannt chart which says phase 1
cutoff and phase 2 cut off

I meant draw a horizontal line on task entry table

Lynn,

In the 2007 version, you can set a color and a backgroup pattern for the
selected cells in any table:
Format / font / Backgroup color...

i am using project 2003, how can this be done?

No, in Project 2003 you can only change the color of the font, not the
background.
