Encryption is not permitted partly because of the various restrictions on the types of content allows on the ham frequencies. For example, ham radio can't be used for business communications (that's what cellular phones are for). There would be no way to enforce this if the traffic were encrypted. I'd like to see a lot more spectrum switched over to something closer to part 15 services, i.e. unlicensed and usable for any purpose, subject to fairly low power limits per transmitter and per person. This is how wi-fi currently operates. Having something like that in the HF bands would allow creation of low-bit-rate long-haul WAN's, and having it in VHF would allow peer-to-peer alternatives to the cellular phone monopolies. I could even see shifting some ham frequencies over to this. But ham radio is a special-purpose service and any proposed changes to how it works have to be seen in that context.
