In the /usr/ports/UPDATING is:

"20090328:
AFFECTS: users of graphics/png
AUTHOR: dinoex(a)FreeBSD.org

The png library has been updated to version 1.4.1. Please rebuild all
ports that depend on it.

If you use portmaster:

portmaster -r jpeg-

If you use portupgrade:

portupgrade -fr graphics/jpeg"

Is this mistake or I don't understand, please?

A mistake. It should obviously say 'png' rather than 'jpeg'.
I believe a fix for this has already been commited.
