You need a tablet-type input panel and software that recognizes handwriting.
Are you trying to do a signature or something different?

See Windows XP Help, Handwriting, (you would need at least Office XP)

You don't need a tabletPC, but they're pretty cool. You can use a tablet
input such as a Wacom tablet, instead of (or in conjunction with) a mouse
and keyboard.

Some pretty affordable small Wacoms if you want to try it out.
