Check that the CPU heatsink is securely fastened to the motherboard. Check that the CPU fan is spinning. Sometimes, a clip on the CPU heatsink will snap, leaving the heatsink dangling loose. Also, look at the motherboard, for bulging or leaking capacitors. Especially near the CPU socket. It could be that the motherboard is overloading the power supply, due to some failed power circuitry. Is the power button cable, connected to the PANEL header pins on the motherboard ? Check that your PANEL wiring is in place. It is also possible for the Power button on the front of the computer case, to be broken. Sometimes the button itself gets broken, from pushing on it so many times. You haven't given any details about your computer make and model. Perhaps if we know more about the motherboard make and model, or the computer make and model, some other ideas will come to mind. Another possible explanation, is the original power supply was a Bestec 250W supply, the supply failed, and ruined the motherboard.
