everytime i click on a program it ask what program i want to open it with and
then it ask if i wanna run, save, or cancel. i pick run but it does not run
just keep popping up run, save, or cancel.

Programs? Don't you mean files? Go to My Computer > Tools > Folder Options
> File Types and see if the file in question is associated with the program
you want to open it with.
