Comments are not allowed in endnotes or footnotes. Neither are breaks,
page numbers, diagrams, or text boxes. I'm guessing here but it
probably has to do with the way that Word documents and their
components are structured.

You can't.

You can put a comment on the Endnote Reference, and if you use
footnotes instead of endnotes, (a) it's easier for the reader and (b)
the comment is on the same page as the note.
