So is there a way to play BBC iPlayer content on something else other than
the BBC iPlayer (on the iPad/iPhone)? A different application or URL you can
get the H.264-encoded MPEG files to play from?

Depending on who your ISP is that might have been more down to their
traffic management.

Just tried it here, and it worked fine in both icab and safari. Not
something I generally use (ie, I have used it once) but just went there
and looked at the start of the piece about wainwright (my daughter is in
the lake district) and it played fine. 32g iPad with 3 mifi

Not directly AFAIK. A common technique is to use iPlayer downloader (et
al) to download the video file to your Mac, then drag the video into
iTunes and sync it to your iPhone.

Ah, the downloader is intel only so I haven't played with it (G4 MDD here).
