Agreed. ProcMon shows it seems to be coming from here

C:\ProgramData\Microsoft\User Account Pictures\user.bmp

From that clue we find

but I don't see my system (W7) working the way it is described there.
E.g. I changed my Account Picture, went to Manage Accounts, saw that it had
changed, tried a refresh of the above folder and then retried your link but
nothing had changed--no new .bmp files in the %ProgramData% directory and IE
was still using user.bmp.

I suspect you could replace user.bmp with your own "user tile" but closer
reading of the article suggests that this could just be a workaround for a
deficiency in IE.

Ah. There may be a better workaround for this deficiency. ProcMon shows
that there is an attempt to find a Virtualized copy of user.bmp

but that "User Account Pictures" directory does not exist. So let's
create that and copy rob.bmp there, renaming it user.bmp. BTW to bypass
security/obscurity I use an elevated cmd window. YMMV.

Nope. That still doesn't do it. IE still goes looking for the existing
user.bmp (in %ProgramData%) and ignores the virtualized copy. That would
be a bug on top of the deficiency of not better integrating the creation of
the user tile with its correct placement. So the only solution I see is
actually replacing the existing user.bmp with your own user tile. That's
unfortunate.

Ok. One last thought. What if the fact of that directory I just created
earlier not existing had caused the documented procedure to fail? Then
it's worth a shot at retesting that... No change. YMMV.
