energy with respect to entropy, does "internal energy" include just
*kinetic* energy?

Or does it also include potential energy, e.g. in inter-atomic bonds?

Example: Water: Ice, liqid, wapor, dissociated into atoms, ionized
atoms. It seems that it also includes potential energy.
