In 2007 you are able to save a file as a macro enabled file & security is managed through the Trust settings. (Excel options/Trust Centre) You should normally receive notification that a file has a macro and be asked whether or not you want to enable it. In 2003: Click "Tools" - "Options". Select the "Security" tab. Select "Macro Security". Select the "Security level" tab. Choose the macro security level. You will then need to restart Excel before opening your file.
