If you do, subpoena the phone company. However, if it's a cash purchased payg and only ever been topped up with cash, you may be out of luck anyway. If you don't, best you can do is call them. Ask to speak to Gordon McClaggan. Insist that it's his phone and ask why he isn't answering it, and they might eventually tell you whose phone it is.
