As of version 1.0.23, --without-banner configure option has removed.

>From ChangeLog:

* Version 1.0.23:
....
- --without-banner is gone. If you have a cookie file (-F), the default
banner won't be displayed.
....

As a result, BANNER option does nothing. Please remove it.
