How would you go about setting up one terminal server so terminal server
users with roaming profiles use a local profile on justn that one terminal
server? Their profile path is set in the user's properties not in group
policy.

You can set a roaming profile path (TS) directly on the TS, locally,
using GPEDIT.MSC (local group policy). That will do what you want.
