Why not just enable the wifi on the router, and use a timer switch to
power on and off the router at regular times? How about also using a
power socket that has a remote?

Does your router has a switch like notebooks that could turn off the wifi?

no (or I wouldn't have to ask for an app to do that)

If you are basically looking at not having your wi-fi leeched, do the
following:

1) Set MAC authentication for your portable device
2) Set WPA-PSK (use a strong pass-phrase)
3) Turn off SSID broadcasting

Also make sure to set a password for the admin page of your router and
turn off auto-update of firmware if your router has that feature since
you can have a firmware pushed at you from somewhere other than you
might expect.
