It would probably be useful if you gave an outline of the expected
skills, as Matlab is a fairly large program that can be used for a wide
variety of tasks.

.... to the point where Matlab proficiency is more likely to be an enabler for an engineer/scientist/analyst than a marketable skill in its own right.
