I'm try installing Oracle 10g on a pSeries RHEL 4.

I'm on the "Database Configuration Assistant" screen and the "Clone
database creation in
progress" bar shows 2% complete and is stuck there. I've waited a few
hours and it hasn't moved. There no disk activity and no errors so I
don' know what is going on.

A tail of trace.log under cfgtoollogs/dbca shows,

Did you check the file
u01/app/oracle/oracle/product/10.2.0/db_1/cfgtoollogs/dbca/orcl/CloneRmanRestore.log
?

Is there a file /u01/app/oracle/admin/orcl/pfile/init.ora ?

Take a look at Note:188134.1 (metalink) to trace DBCA.
