Please explain what you mean by, "On new machine" <- new to you, new completely? If the latter - what Operating System did it come with/was suggested for it? Or... Do you mean you installed just "Service Pack 3 for Windows XP" on the machine and it was running something fine without issues before - but now that SP3 is installed - these issues appear? If this was a clean installation - have you updated all the hardware drivers? Machines are just comes out from factory.

So you (or your IT support staff) downgraded the *new* machines to Windows XP SP3 - or did they come from the factory downgraded? If the latter - what does the factory support staff have to say?
