Bring up the Excel options, go to advanced and then scroll down to the "General" section. Make sure that "Ignore other applications that use Dynamic Data Exchange (DDE)" is not checked.
This did fix my problem

the command to the program" when clicking on a document. Second time the
document will open. This is a new issue. I am only seeing this on Word for
